How Often Should You Clean Your Water Tank in Dubai

Dubai Municipality Water Tank Cleaning Requirements Explained

Table of Contents

If you own or manage a property in Dubai, your water storage tank must be professionally cleaned and disinfected at least once every 6 months. This is a Dubai Municipality requirement, not a suggestion. High-risk premises such as hotels, hospitals, schools and labor accommodations are expected to clean more often, typically every 3 months.

This guide explains what the rules actually cover, who they apply to, what a compliant cleaning looks like, and what happens if you skip it. Quality Care UAE is a NADCA-certified cleaning company serving Dubai and all 7 Emirates. Call us on +971 56 565 6825 if you need a compliant clean or a certificate before your next inspection.

Who the rules apply to

Every property with a potable water storage tank falls under these requirements. That includes:

  • Villas and townhouses with private tanks
  • Apartment buildings and residential towers
  • Commercial towers and offices
  • Hotels, hotel apartments and serviced residences
  • Restaurants, cafes and food production units
  • Schools, nurseries and universities
  • Hospitals, clinics and care homes
  • Labor camps and staff accommodations
  • Warehouses and industrial facilities with staff water supply

There is no exemption for small tanks or single-family homes. If water is stored before it reaches a tap, the tank is covered.

The core requirements at a glance

Dubai Municipality’s water tank rules come down to 5 things:

  • 1. Cleaning frequency. Minimum once every 6 months for standard residential and commercial properties. Quarterly for high-risk premises.
  • 2. Approved contractor. The cleaning must be carried out by a company holding a valid Dubai Municipality permit for water tank cleaning. A general cleaning company or your building maintenance staff cannot self-certify the work.
  • 3. Full cleaning and disinfection. The tank must be drained, physically scrubbed, disinfected with approved chemicals, rinsed and refilled. Simply flushing the tank with fresh water does not count.
  • 4. Documentation. After every service, you should receive a cleaning certificate and a service report. Keep these on file. Inspectors will ask for them.
  • 5. Water quality. The stored water must meet Dubai’s potable water standards. Post-cleaning testing is expected for commercial and high-risk premises, and it is good practice for everyone.

Why Dubai enforces this so strictly

Dubai’s climate works against clean stored water. Rooftop tanks sit in direct sun for months, with water temperatures often climbing well above 30°C in summer. Warm, still water is the ideal breeding ground for bacteria, including Legionella. Fine sand and dust get into vents and lids and settle at the bottom as sediment. Older GRP and concrete tanks develop scale and biofilm on the inner walls.

Most of the water used in Dubai homes is desalinated. It leaves the DEWA network clean, but it can sit in a building tank for days before anyone uses it. What happens in that tank is the property owner’s responsibility, not the utility’s.

That is why the municipality treats tank cleaning as a preventive public health measure rather than a reactive one. You cannot skip a cleaning because the water “looks fine.”

What a compliant cleaning includes

Here is what a proper municipality-standard service looks like. If your current contractor skips any of these steps, the work is not compliant.

  • Inspection. The technician checks the tank structure, lid seal, overflow, vents and float valve for damage or contamination entry points.
  • Draining. The tank is fully emptied. Water is pumped out to drainage, not left at the bottom.
  • Mechanical cleaning. Walls, floor, corners and internal fittings are scrubbed to remove sediment, algae, scale and biofilm. This is manual work inside the tank, not a chemical rinse.
  • Sludge removal. All loosened debris is vacuumed or pumped out.
  • Disinfection. The tank is treated with an approved disinfectant at the correct concentration and contact time. Chlorine-based products are standard. The concentration and dwell time matter, so the technician should be able to tell you what was used and for how long.
  • Rinsing. The tank is rinsed until residual chlorine drops to a safe drinking level.
  • Refilling and testing. The tank is refilled, and a water sample is taken for testing. For commercial premises, this sample typically goes to a lab for microbiological analysis.
  • Certificate and report. You receive a dated cleaning certificate, a service report with before-and-after photos, and the water test results where applicable.

Quality Care UAE follows this process on every job. We document each stage with photos so building owners and facility managers have a clear record for audits.

How often you actually need to clean

The 6-month rule is the legal floor. Some properties should go more often:

Property typeMinimum frequencyRecommended
Villa, apartmentEvery 6 monthsEvery 6 months
Office, retailEvery 6 monthsEvery 4 to 6 months
Hotel, hotel apartmentEvery 3 monthsEvery 3 months
School, nurseryEvery 3 monthsEvery 3 months
Hospital, clinicEvery 3 monthsEvery 3 months
Restaurant, food unitEvery 3 monthsEvery 3 months
Labor accommodationEvery 3 monthsEvery 3 months

You should also clean the tank outside the regular schedule if:

  • Water starts to smell, taste or look different
  • There has been plumbing repair or a new connection to the tank
  • The tank lid was found open or damaged
  • A resident has reported a waterborne illness
  • The property has been vacant for more than a few weeks

What happens if you don’t comply

Dubai Municipality inspectors carry out routine and complaint-driven inspections. During an inspection they will typically ask for your most recent cleaning certificate and may take a water sample on the spot.

Non-compliance is treated as a public health violation. Consequences include:

  • Financial penalties, which increase for repeat violations
  • A formal notice requiring cleaning within a set deadline
  • Re-inspection until the property is compliant
  • In serious cases, an order to disconnect the water supply until the tank is cleaned and tested

For landlords, an expired certificate can also become a problem during tenancy disputes. For businesses, a failed inspection can affect trade license renewal and food safety grading.

The cost of a routine cleaning is small compared to any of these outcomes.

How to check if your contractor is approved

Not every company advertising tank cleaning in Dubai is licensed to do it. Before you book, ask for:

  • Their Dubai Municipality permit for water tank cleaning
  • A valid trade license listing tank cleaning as an activity
  • A sample cleaning certificate so you know what you will receive
  • Confirmation that post-cleaning water testing is included or available

If a company cannot show you these, do not hire them. Their certificate will not protect you during an inspection.

Quality Care UAE is licensed for water tank cleaning across the UAE and holds NADCA certification for duct and HVAC hygiene. We serve Dubai, Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Umm Al Quwain, Fujairah and Al Ain.

Keeping records the right way

Inspectors do not just want to see that you cleaned the tank once. They want to see a pattern of compliance. For each service, file:

  • The cleaning certificate (dated, on company letterhead, with the technician’s name)
  • The service report with photos
  • The water test results
  • The invoice

Keep at least the last 2 years of records. Property management companies should keep a simple compliance calendar so no building slips past its 6-month deadline.

Frequently asked questions

Is water tank cleaning mandatory for villas in Dubai?

Yes. Private villas with their own storage tanks are covered by the same 6-month requirement as apartment buildings.

Can my building maintenance team clean the tank themselves?

They can drain and rinse it, but that does not satisfy the municipality’s requirements. Cleaning must be done by a permitted contractor who can issue a valid certificate.

How long does the cleaning take?

A standard villa tank takes 2 to 4 hours. Large building tanks can take a full day depending on capacity and access. Water supply is interrupted during the work, so plan the timing with residents.

Do I need a water test after every cleaning?

For commercial and high-risk premises, yes. For villas it is not always demanded, but it is the only way to confirm the water is actually safe. We recommend it.

What if I just moved into a property and don’t know when the tank was last cleaned?

Treat it as overdue. Book a cleaning and start your own record from that date.

Is the tenant or the landlord responsible?

For villas, it is usually the landlord unless the tenancy contract says otherwise. For apartment buildings, the owners association or building management is responsible.
